Extends privacy protections to home addresses, home telephone numbers, personal cellular telephone numbers, and birth dates of all public agency employees, with limited exceptions for necessary disclosures to other agencies, employee organizations, and health benefit plans.

Requires personal cellular telephone numbers of in-home supportive services workers to be made available to exclusive bargaining agents and labor organizations seeking representation rights.

Allows employees to request in writing that public agencies withhold their personal contact information and remove it from agency mailing lists, except where the list is used exclusively to contact that employee.

Provides that employees performing law enforcement-related functions are exempt from disclosure of home addresses and phone numbers to employee organizations, and birth dates of all employees are not disclosed to employee organizations.

Includes legislative findings demonstrating the constitutional interest in protecting employee privacy and well-being, and specifies that no state reimbursement is required for local agency compliance costs.
