Requires persons submitting bids or proposals for state contracts of $100,000 or more to certify under penalty of perjury that they comply with the Unruh Civil Rights Act and California Fair Employment and Housing Act.

Mandates certification that any policies against sovereign nations (including Israel) are not used to discriminate in violation of California's civil rights and employment laws.

Exempts policies or actions reasonably necessary to comply with federal or state sanctions and laws affecting sovereign nations from being construed as unlawful discrimination.

Applies to new contracts and contract renewals with state agencies.

Effective September 24, 2016.
