Expands anti-discrimination and anti-bullying policies to explicitly include pupils facing bias or bullying based on religious affiliation, nationality, race, or ethnicity, including Muslim, Sikh, and South Asian students.

Requires local educational agencies to provide certificated schoolsite employees (grades 7-12) with information on existing schoolsite and community resources to support pupils who may face religious bias or bullying.

Mandates the Superintendent of Public Instruction to maintain and annually update a statewide list of community-based organizations providing support to youth and families subjected to school-based discrimination or bullying based on religious affiliation, nationality, race, or ethnicity.

Includes legislative findings documenting that more than half of Muslim and Sikh pupils in California report facing verbal threats, cyberbullying, or physical assaults, and that bullying negatively impacts academic achievement and mental health.

Clarifies that schools are not required to engage with religious institutions when identifying community support resources.
