Requires the High-Speed Rail Authority to identify projected financing costs for each segment or combination of segments in its biennial business plan if financing is proposed.

Mandates the Authority to identify any significant changes in scope for high-speed rail segments compared to the previous version of its reports.

Requires the Authority to provide explanations of cost and schedule adjustments attributable to scope changes in both the business plan and other reports prepared under existing law.

Applies scope change and adjustment reporting requirements to reports prepared under Sections 185033 and 185033.5 of the Public Utilities Code.
