Requires the Public Utilities Commission to mandate installation of automatic shutoff or remote-controlled sectionalized block valves on intrastate transmission lines located in high consequence areas or traversing active seismic earthquake faults, if determined necessary for public protection.

Requires gas pipeline operators to submit valve location plans and recommendations to the commission, which may modify the plans as deemed necessary for public protection.

Directs the commission to establish installation timelines, prioritization standards, and monitoring procedures to ensure automatic or remote shutoff valves are installed as quickly as reasonably possible.

Authorizes gas corporations to recover all reasonably incurred costs for implementing the valve installation requirements through rate recovery.

Requires the commission to adopt safety standards compatible with federal Pipeline and Hazardous Materials Safety Administration standards for implementing these requirements.
