Establishes the Adult Education Block Grant Appeals Board consisting of the Chancellor of the California Community Colleges, the Superintendent of Public Instruction, and the Executive Director of the State Board of Education

Grants consortium members the right to appeal to the appeals board if the consortium cannot obtain approval of its rules and procedures or has failed to distribute funds in any fiscal year

Requires the appeals board to determine within 30 calendar days whether an appeal meets the specified conditions, and if approved, schedule a hearing within 60 calendar days

Mandates the appeals board post its final decision on the Internet within 30 calendar days of the hearing, with decisions being final

Repeals existing provisions regarding the approval and distribution schedule of allocations to consortiums under the Adult Education Block Grant Program
