Authorizes the Public Utilities Commission to establish an expedited dispute resolution process for distribution grid interconnection applications with a goal of resolving disputes within 60 days, with exceptions allowed when more time is needed.

Creates a distribution grid interconnection technical panel of at least 8 members (4 from electrical corporations, 4 from outside) with a 4-member review panel selected for each dispute, subject to conflict-of-interest restrictions.

Limits review panel scope to compliance with established interconnection rules, with recommendations focused on safe and reliable interconnection and corrective actions only, with no authority to assess penalties.

Requires the review panel to make recommendations within 30 days of receiving a dispute, followed by the executive director having 30 days to issue an order resolving the dispute.

Mandates the commission appoint a qualified electrical systems engineer with substantial interconnection expertise to advise the energy division director and provide adequate staff to assist in resolving disputes.
