Requires the Superintendent of Public Instruction to recommend revisions to visual and performing arts content standards in dance, theater, music, and visual arts to the State Board of Education by November 30, 2018.

Mandates the Superintendent select a group of experts in visual and performing arts (majority must be current public school teachers with valid credentials) to assist in developing recommendations.

Requires the National Core Arts Standards developed by the National Coalition for Core Arts Standards to serve as the basis for deliberations on revisions.

Requires a minimum of two public hearings held under the Bagley-Keene Open Meeting Act for public input, with the State Board adopting, rejecting, or modifying recommendations by January 31, 2019.

Authorizes the State Board to adopt curriculum frameworks and evaluation criteria for instructional materials aligned to revised standards by July 31, 2020, and to adopt instructional materials for kindergarten through grade 8 by November 30, 2021.
