Encourages all state and local professional development activities to provide teachers with content background and resources for teaching about the Chinese Exclusion Act of 1882 and Chinese Americans' contributions to the transcontinental railroad

Requires the state board to consider including instruction on the Chinese Exclusion Act of 1882 and Chinese Americans' railroad contributions when revising the history-social science curriculum framework on or after January 1, 2017

Amends Education Code Section 51226.3 to add these topics alongside existing requirements for teaching about civil rights, human rights violations, genocide, slavery, and the Holocaust
