Requires the Public Utilities Commission to direct California's three largest electrical corporations to file applications for programs and investments to accelerate deployment of distributed energy storage systems.

Limits total approved distributed energy storage capacity to 500 megawatts divided equally among the three largest electrical corporations, with no more than 25 percent from behind-the-meter systems.

Requires the PUC to prioritize programs and investments that provide distributed energy storage systems to public sector and low-income customers.

Mandates the PUC to resolve each electrical corporation application within 12 months of filing and requires cost recovery in proportion to benefits received by customers.

Establishes that distributed energy storage systems must have a useful life of at least 10 years and be connected to the distribution system or located on the customer side of the meter.
