Requires all building inspectors employed or retained by local agencies who conduct permitting and plan check services for construction-related accessibility standards to be certified access specialists (CASps) by January 1, 2021.

New employees hired on or after January 1, 2018 who conduct permitting and plan check services for accessibility standards must become CASps within 36 months of employment.

Increases the state fee on business licenses and building permits from $1 to $4 from January 1, 2017 through December 31, 2019, then reduces to $1 starting January 1, 2020.

Requires local agencies to retain 90% of collected fees (January 1, 2017 through December 31, 2019) in a "CASp Certification and Training Fund" to support certified access specialist training and certification in their jurisdiction.

Mandates the State Architect commence testing and certification of building inspectors as CASps on or before January 1, 2018 to meet demand from compliance requirements.
