Establishes a program in the Department of Housing and Community Development to provide annual grants to eligible cities, counties, and nonprofit organizations that serve homeless veterans.

Grant recipients must use funding to provide supplemental move-in expenses for veterans receiving federal HUD-VASH vouchers, including security deposits, first-month rent, furniture, appliances, and utility deposits.

Nonprofit organizations may receive grants up to $100,000 or the amount of federal Supportive Services for Veteran Families funds they received in the prior year, whichever is less.

Cities and counties may receive grants up to $1,000,000 or the amount they authorized for move-in expenses for HUD-VASH voucher recipients, whichever is less.

Creates the Homeless Veterans Supportive Housing Account in the General Fund to provide appropriated moneys to the Department of Housing and Community Development for grant distribution.
