Requires state agencies to consider intellectual property rights of both the state and contracting parties for service contracts entered into on or after January 1, 2017, unless the agency obtains prior Department of General Services consent.

Exempts Department of General Services actions related to management and development of state intellectual property from the Administrative Procedure Act requirements.

Applies to all state agency contracts for services, with exceptions for construction contracts, certain government employee services, contracts under $5,000, and contracts between government entities.

Requires state agencies to consider processes and policies developed by the Department of General Services when exercising contracting authority.
