Deletes reporting requirements for the California Automobile Assigned Risk Plan (CAARP) Advisory Committee regarding reinstatement of canceled policies, installment payments by debit/credit card, and program access for applicants aged 16-18 and their families, effective January 1, 2017

Repeals Section 11629.83, which required constitutional challenges to the pilot program to be filed no later than February 1, 2000

Repeals and replaces Section 11629.79 to remove obsolete provisions about program commencement dates (January 1, 2000 for Los Angeles and San Francisco; April 1, 2006 for specified counties) and consolidates language authorizing the program to operate statewide at the commissioner's discretion

Retains existing cancellation and nonrenewal provisions for low-cost auto insurance policies, including grounds for cancellation (nonpayment, fraud, misrepresentation, violation of coverage restrictions) and nonrenewal (substantial increase in hazard, loss of eligibility)

Maintains annual eligibility recertification requirements after the first year of coverage
