Increases minimum annual appropriation to the Site Remediation Account from $6,750,000 to $10,750,000 for direct site remediation costs.

Requires the department to estimate and report funding needs for remediation at both state and federal Superfund orphan sites to the Legislature with the Governor's Budget each year, including three-year projections.

Repeals the $3,300,000 cap on funding obligations under the Federal Superfund Act and instead expresses intent that fee rates provide sufficient revenue to fund the state's full obligation under federal law.

Removes the requirement that the Legislature specify rate changes in the annual Budget Act if federal obligations exceed $3,300,000.
