Legislature declares intent to set and implement a 25% small business participation goal for state procurement and contracting.

Requires state agency directors to establish small business participation goals and include them in reports to the Director of General Services and in the departmental contracting report.

Requires the public contracting report to break down small business participation data by prime contractor and subcontractor separately, beginning with the 2017-18 fiscal year report issued in 2018.

Revises employee categories for statistical reporting of small and microbusinesses from "0-5, 6-20, 21-50, and 51+" to "0-20 and 21 to 100" employees.

Requires reporting of the number of contracts awarded by the department in the revised employee categories, beginning with the 2017-18 fiscal year report issued in 2018.
