Repeals requirement that postsecondary institutions report compiled crime and noncriminal hate violence data to the Legislative Analyst's Office; institutions must still compile and publicly report this information.

Moves Cal Grant grade point average submission deadline from October 15 to October 1 and requires student opt-out notification by January 1 of grade 11 academic year instead of October 15 of grade 12 academic year.

Transfers Cal Grant C program reporting duties from Legislative Analyst's Office to Student Aid Commission, with comprehensive reports due April 1, 2018 and April 1 of each even-numbered year thereafter.

Extends deadline for California State University's online programs status update from October 1, 2017 to January 1, 2018.

Establishes reimbursement procedures for any state-mandated local program costs resulting from the bill through existing statutory provisions.
