Requires the State Water Resources Control Board to establish an expedited 30-day review process for approving petitions to temporarily change water diversion points, place of use, or purpose of use for reoccurring water transfers or environmentally beneficial transfers.

Defines "reoccurring water transfer" as a transfer of one year or less that is substantially similar in volume, time of year, and hydrologic conditions to a transfer previously approved within the past 48 months.

Defines "environmentally beneficial transfer" as a transfer that does not negatively impact ecosystem health or local drinking water supply and includes transfers designed to benefit the environment or protect habitat and wildlife.

Requires the Department of Water Resources to develop a 30-day review process for reoccurring water transfers that utilize State Water Project facilities.

Sunsets on January 1, 2022, unless extended by later legislation enacted before that date.
