Replaces terminology throughout the Elections Code, changing "ballot pamphlets," "voter pamphlets," and "sample ballots" to "state voter information guide," "county voter information guide," and "voter information guide" as appropriate.

Modifies voting system approval requirements by removing the September 1, 2013 submission deadline and changing the federal qualification deadline to April 28, 2016, allowing vendors or counties to request Secretary of State approval using pre-January 1, 2014 examination standards.

Includes technical and conforming changes to numerous Elections Code sections (over 70 sections amended) related to the preparation, printing, mailing, and distribution of voter information materials.

Incorporates conditional provisions that become operative only if companion bills AB 2089 and AB 2010 are also enacted, affecting amendments to Sections 3019.5, 13307, and 13312.

Makes provisions regarding voter registration database compliance with the federal Help America Vote Act of 2002 contingent on Secretary of State certification.
