Clarifies that the Indian Gaming Revenue Sharing Trust Fund is established to make distributions to eligible recipient Indian tribes, defined as noncompact, nongaming, or limited-gaming tribes as specified in tribal-state gaming compacts.

Requires the California Gambling Control Commission to determine shortfalls in the fund by May budget revision each year and estimate the amount needed from the Indian Gaming Special Distribution Fund to backfill it for the next fiscal year, beginning with fiscal year 2016-17.

Ensures each eligible recipient Indian tribe receives up to $275,000 per quarter ($1,100,000 annually) through quarterly payments made within 45 days of each fiscal quarter's end.

Allows tribes contributing to the fund on a net win or gross gaming revenue basis to be aggregated in quarterly Commission reports.

Authorizes the Department of Finance to request budget augmentations if appropriated amounts are insufficient to ensure eligible tribes receive their quarterly distributions.
