Establishes the Algal Bloom Task Force within the State Water Resources Control Board to coordinate multi-agency efforts addressing toxic cyanobacterial blooms and microcystin pollution in California's waters.

Task force comprised of representatives from the Department of Public Health, Department of Fish and Wildlife, Department of Food and Agriculture, State Coastal Conservancy, and other relevant agencies, with sunset date of January 1, 2019.

Requires task force to assess toxic algal bloom risks, solicit research proposals from universities and nonprofits, and submit findings and recommendations to the Legislature and state agencies by January 1, 2018.

Authorizes the State Coastal Conservancy, Department of Fish and Wildlife, Wildlife Conservation Board, and State Water Resources Control Board to enter into contracts and provide grants for applied research, projects, and programs recommended by the task force using bond funds from the Water Quality, Supply, and Infrastructure Improvement Act of 2014.

Mandates task force notification procedures and public review opportunities for all research, projects, and programs before providing funding recommendations or submitting findings.
