Ratifies the tribal-state gaming compact between California and the United Auburn Indian Community, executed on August 14, 2015, under the federal Indian Gaming Regulatory Act.

Exempts from California Environmental Quality Act (CEQA) review the execution of the gaming compact, amendments to it, and related intergovernmental agreements with local governments and the Department of Transportation.

Exempts from CEQA the on-reservation impacts of compliance with the compact terms and the sale of compact assets or creation of special purpose trusts.

Clarifies that the CEQA exemptions apply only to the specified tribal actions and do not exempt cities, counties, or the Department of Transportation from CEQA requirements for their own actions.

Takes effect immediately as an urgency statute to promote economic development and stability for the United Auburn Indian Community.
