Authorizes transit agencies to use alternative procedures for unclaimed bicycles, including a 45-day claim period (instead of 90 days), public auction sales, and charitable donations with board approval.

Limits bicycle donations to charitable organizations to no more than twice per calendar year and 25 percent of bicycles found in the prior six months, with required public notice and hearings.

Requires transit agencies that donate bicycles to submit annual reports to legislative committees detailing bicycle receipts, claims, donations, and auction results (report due January 1, 2020; all provisions sunset January 1, 2021).
