Prohibits use of the title "environmental engineer" unless the person is licensed as a professional engineer under California law.

Establishes legislative findings that environmental engineering has expanded significantly in California and that 48 other states offer environmental engineer licensure while California and Hawaii do not.

Directs the Board for Professional Engineers, Land Surveyors, and Geologists to define "environmental engineering" through rulemaking and adopt standardized examination materials for environmental engineering licensure.

Makes violation of the prohibition on using "environmental engineer" title without licensure a misdemeanor.

Specifies that applicant fees will cover costs of the new environmental engineering title act without requiring state fund expenditures.
