Establishes the Long Term Care Insurance Task Force in the Department of Insurance, chaired by the Insurance Commissioner, to examine components necessary to design and implement a statewide long-term care insurance program.

Task force consists of nine voting members including the Insurance Commissioner, Directors of Health Care Services and Department of Aging, and representatives appointed by the Governor, Speaker of the Assembly, and Senate Committee on Rules from actuarial, health policy, provider, consumer, labor, and industry sectors.

Requires task force to explore program design options including eligibility, enrollment, benefits, financing, administration, potential integration with state disability insurance structure, mandatory enrollment with voluntary opt-out, and coordination with Medi-Cal and existing coverage.

Mandates task force submit recommendations and feasibility analysis to the Commissioner, Governor, and Legislature by July 1, 2017, followed by an actuarial report from the Department of Insurance by July 1, 2018.

Task force members receive no per diem compensation, and all participating agencies must operate within existing budgetary resources; section repeals January 1, 2019 unless extended by later statute.
