Requires the Director of General Services to notify the chairperson of the appropriate policy committee in each house of the Legislature when entering into building leases of 5 years or longer with annual rental exceeding $10,000.

Maintains existing 30-day advance notification requirement to appropriations committee chairs and the Joint Legislative Budget Committee Chairperson for such leases.

Clarifies that the Director "shall not" (rather than "may not") enter into leases without providing required notifications.

Requires all Sacramento County office space lease solicitations under these conditions to include a statement that the state anticipates capital construction and intends to reduce leased space use.
