Extends funding for state and local nuclear emergency preparedness costs through August 26, 2025, with utilities operating nuclear plants of 50 megawatts or more bearing the costs through the Nuclear Planning Assessment Special Account.

Establishes maximum annual funding caps for Diablo Canyon site local costs beginning at $1,732,000 for fiscal year 2009-10, adjusted annually by the greater of San Luis Obispo County prevailing wage changes (not exceeding 5%) or California Consumer Price Index increases.

Requires the Public Utilities Commission to convene an independent peer review panel until August 26, 2025, to review enhanced seismic studies and surveys of Diablo Canyon Units 1 and 2, including surrounding facility areas and nuclear waste storage locations.

Panel shall include participation from the Energy Commission, California Geological Survey, California Coastal Commission, Seismic Safety Commission, Office of Emergency Services, and San Luis Obispo County, with public meetings and internet-available reports.

Becomes operative July 1, 2019, and is repealed January 1, 2026, with any remaining account funds refunded to contributing utilities for crediting to ratepayers.
