Establishes the Early Diagnosis and Preventive Treatment (EDAPT) Program Fund in the State Treasury, funded only by private or other non-General Fund sources, to provide reimbursement for mental health services.

Requires the Controller to distribute fund moneys to the University of California Regents once $1,200,000 is reached, for reimbursement to EDAPT programs serving individuals with severe mental illness and children with severe emotional disturbance.

Restricts fund use to augmenting private health benefit plan coverage for services not normally covered, ensuring funds only pay for gaps in existing private insurance coverage.

Requires the UC Regents to report between January 1, 2022 and January 1, 2023 on program outcomes including effectiveness metrics, number of patients served, stabilization rates, and additional service needs.

Repeals the program effective January 1, 2023, unless extended by legislation enacted before that date.
