Deletes the prohibition on unemployment benefits for classified (non-teaching) employees of public schools between academic years, allowing them to receive benefits during summer breaks.

Phases in benefits over a 4-year period starting July 1, 2016: two weeks in 2016, four weeks in 2017, six weeks in 2018, and eight weeks in 2019 and thereafter.

Maintains existing restrictions on unemployment benefits for teachers, researchers, and administrators between academic years if they have reasonable assurance of continued employment.

Requires educational entities to provide written notice to classified employees at least 30 days before the end of an academic year stating whether they have reasonable assurance of reemployment.

Repeals three sections of the Unemployment Insurance Code related to prior benefit payment procedures for classified school employees and makes an appropriation from the continuously appropriated Unemployment Insurance Fund.
