Removes the restriction that spouses and children of disabled veterans could only operate their businesses for contracts entered into before the veteran's death or permanent medical disability certification.

Allows spouses and children to continue operating a disabled veteran business enterprise for up to 3 years following the veteran's death or permanent medical disability to fulfill existing contracts or arrange for orderly business disposition.

Establishes legislative intent that the program's certification should not provide business advantages beyond allowing temporary control by family members and should not conflict with the program's purpose of serving disabled veterans.

Clarifies that spouses and children may participate in the program without conflicting with its intended purpose when limited to fulfilling existing contracts or disposing of the certified business.
