Requires each department, board, and commission of the Natural Resources Agency to webcast all onsite public meetings with live streaming capabilities enabling remote participation by telephone or electronic communication

Requires each department, board, and office of the California Environmental Protection Agency to webcast all onsite public meetings with the same remote participation capabilities

Mandates agencies maintain webcast recordings online for a minimum of 3 years for public viewing

Exempts conservancies, the California Science Center, and meetings held at nonagency sites from webcast requirements, though agencies may still webcast these meetings voluntarily

Provides that technical failures do not constitute violations if the entity exercises reasonable diligence in attempting to provide, archive, and post webcasts
