Establishes the Governor's Military Council under the direction of the California Military Department to advise on retaining military installations and operations within California.

Council members are appointed by the Governor and must include bipartisan representatives from both houses of the Legislature, with Senate representatives nominated by the Senate Committee on Rules and Assembly representatives nominated by the Speaker of the Assembly.

Council focuses on protecting California's 29 federal military installations and the 236,000+ Department of Defense employees in the state amid federal budget cuts and base closure threats.

Sunsets on January 1, 2021, unless the Legislature enacts legislation before that date to extend or delete the expiration date.
