Permits local authorities to charge up to $25 for license renewal processing and up to $10 for amended licenses, with both subject to California Consumer Price Index adjustments.

Allows charging applicants up to $150 for required psychological testing on initial applications and up to $150 for additional testing on renewal applications if compelling evidence indicates necessity.

Prohibits licensing authorities from imposing any additional requirements, charges, assessments, or conditions beyond those specified in the section, including mandatory liability insurance.
