Changes all statutory references from "model rocket engines" to "model rocket motors" and revises the definition to require commercially manufactured solid propellant that does not require user mixing.

Requires model rockets and model rocket motors to conform to the 2013 edition of NFPA 1122 and 2012 edition of NFPA 1125 standards respectively, or more recent editions as adopted by the State Fire Marshal.

Clarifies that licenses are not required for retail sale, use, or discharge of model rocket motors, and removes separate licensing requirements for manufacturers already licensed for other fireworks activities.

Updates seizure provisions to allow confiscation of model rockets or model rocket motors possessed without valid permits.
