Prohibits sale, distribution, or furnishing of cigarettes with single-use filters (made of cellulose acetate, plastic, or biodegradable materials) to any person of any age in California, including through mail or delivery services.

Establishes that selling 1-20 cigarettes constitutes a single violation of the prohibition.

Authorizes city attorneys, county counsels, and district attorneys to assess $500 civil fines per violation, with proceedings conducted according to specified agency procedures and California administrative code.

Directs that collected fines be deposited into the treasury of the city or county where the violation was prosecuted.

Encourages (but does not require) enforcement agencies to coordinate tobacco control investigations of filter violations with investigations of other tobacco-related violations under state law and local ordinances.
