Adds a monthly diaper benefit of $50 per child age 2 and under enrolled in child care as a supportive service for CalWORKs welfare-to-work program participants, effective October 1, 2020.

Requires the diaper benefit to be issued through an electronic benefits transfer system and specifies it may only be used to purchase diapers.

Establishes that the diaper benefit is not counted as income for determining CalWORKs eligibility or benefit amounts.

Allows implementation through existing county contracts that resulted from prior requests for proposals or bids, provided it does not violate specific contract terms or World Trade Organization procurement agreements.

Authorizes state reimbursement to local agencies and school districts for any costs mandated by the bill pursuant to existing state mandate procedures.
