Requires the Department of Consumer Affairs to submit an annual report to the Legislature and Department of Finance on or before March 1, 2016, and thereafter when available, detailing plans for implementing the BreEZe licensing and enforcement system at 19 specified regulatory entities in the department's third phase.

Report must include implementation timeline, total estimated costs, results of any cost-benefit analysis, and a description of operational efficiencies achieved or expected from BreEZe implementation by the regulatory entities.

Requires the Department of Consumer Affairs to post on its website the name of each regulatory entity utilizing the BreEZe system once that entity begins using the system.

Specifies that the third phase includes 19 entities including the Acupuncture Board, Board of Professional Engineers, Contractors' State License Board, State Board of Pharmacy, and other regulatory boards and bureaus.

Takes effect immediately as an urgency statute.
