Requires the Occupational Safety and Health Standards Board to adopt a standard by June 1, 2017 for employers performing corrosion prevention work to use trained and certified personnel.

Mandates employees performing corrosion prevention work obtain NACE 13/ACS 1 training and SSPC Level 2 Corrosion Application Specialist certification, with a phase-in period requiring full implementation by January 1, 2020.

Requires employers to maintain a ratio of at least three certified to one uncertified employee (working under supervision) and allows apprentices in approved industrial apprenticeship programs to perform corrosion prevention work.

Requires annual reports by the Chief of the Division of Apprenticeship Standards and California Apprenticeship Council to include analysis of apprenticeship standards or regulations proposed or adopted in the previous year.

Specifies no state reimbursement is required because costs result from creating new crimes or infractions under Government Code Section 17556.
