Exempts from the 5% principal recommendation limit pupils enrolled in College and Career Access Pathways (CCAP) programs at community colleges if a majority of pupils served are unduplicated and the course meets specified transfer or occupational criteria.

Requires the Chancellor of the California Community Colleges to report annually to the Department of Finance by March 1 the number of pupils recommended under the exemption who enroll in and pass community college summer session courses.

Prohibits the Board of Governors of the California Community Colleges from including enrollment growth from the exemption as part of its annual budget request.

Applies the exemption and reporting requirements only until January 1, 2020, when those provisions become inoperative.

Takes effect immediately as an urgency statute.
