Establishes the Southern California Port Congestion Authority governed by a 7-member board appointed by the Secretary of Transportation, with members representing the Port of Los Angeles, Port of Long Beach, longshore workers, truck drivers, city councils, and community organizations.

Grants the authority power to plan and implement congestion-reduction measures at the Port of Los Angeles and Port of Long Beach, including regulating commercial motor vehicle access hours, setting maximum cargo movement fees, and improving port infrastructure.

Requires marine terminal operators at both ports to report quarterly to the authority on average truck turn times and percentage of truck traffic during daytime and off-peak operations.

Mandates the authority hold quarterly public hearings to discuss and report results from marine terminal operator submissions.

Authorizes state reimbursement to local agencies and school districts for any costs determined by the Commission on State Mandates to result from this act.
