Authorizes the California Horse Racing Board to permit thoroughbred racing associations to conduct up to 6 nonthoroughbred races per calendar year with consent from the thoroughbred horsemen's organization.

Prohibits nonthoroughbred races from being held when a fair in the northern zone is conducting a race meeting unless that fair consents.

Requires wagering amounts deducted and distributed from nonthoroughbred races to be treated as if they were placed on thoroughbred races.

Declares the act an urgency statute effective immediately as of March 29, 2016.
