Requires the State Department of Developmental Services and California Department of Aging to develop best practices for providing culturally competent services and supports to aging consumers with developmental and intellectual disabilities by January 1, 2017.

Best practices must include regional center protocols to enhance communication and service delivery to aging consumers, and identification of services for individual program plans to better support this population.

Mandates a two-year pilot program implementing the best practices in three geographically diverse regional centers across California.

Requires submission of an evaluation report to the Legislature by January 1, 2020, assessing whether the pilot program's best practices should be implemented statewide.

Section repeals on January 1, 2021, unless extended by subsequent legislation enacted before that date.
