Changes instructional materials submission schedule from once every 8 years to at least once but no more than twice every 8 years for the State Board of Education.

Requires the State Department of Education to post notice on its website and notify publishers before conducting followup adoptions, informing them they will be assessed a fee to participate.

Sets followup adoption fees based on the number of programs submitted and grade levels covered, with fees offsetting the cost of the followup adoption process and potentially reduced for small publishers with 100 or fewer employees and average annual gross receipts of $10 million or less.

Prohibits submission review until fees are paid in full, and requires publishers to declare intent to submit specific programs and grade levels before substantial costs are incurred.

Sunsets the followup adoption fee provisions on January 1, 2024, unless extended by later legislation.
