Requires the California Energy Commission to develop and implement a grant program awarding funding for projects that produce biomethane, upgrade existing biomethane facilities, or develop collection and purification technology and infrastructure for biomethane.

Biomethane produced through grant-funded projects must meet safety and purity standards established under Health and Safety Code Section 25421.

Commission shall consider the highest and best use of local biomethane projects and proximity of biomethane sources to natural gas pipeline injection sites when awarding grants.

Commission must prioritize projects that maximize greenhouse gas emission reductions per dollar of grant funding awarded.

Grants may be funded from the Greenhouse Gas Reduction Fund upon legislative appropriation.
