AB 582 Summary

• Establishes the Entrepreneur-in-Residence Act of 2016 within the Government Operations Agency to place private-sector entrepreneurs in state agencies to improve government efficiency and accessibility

• Secretary of Government Operations may appoint up to 10 entrepreneurs-in-residence per calendar year to state agencies, with appointees serving maximum two-year terms on a voluntary basis requiring at least 16 hours per week

• Appointees must have demonstrated success with California small businesses or have successfully developed and brought a product to market, with no conflicts of interest in their assigned agency

• Secretary must establish application procedures and memoranda of understanding by March 1, 2017, specifying appointee responsibilities, hours, duties, goals, outcomes, and evaluation metrics

• Secretary must establish an informal working group of entrepreneurs-in-residence and submit annual reports to the Governor and Assembly Committee on Jobs, Economic Development, and the Economy through January 1, 2021
