Extends employment protections to members of the National Guard of any state (not just California) who are called to active duty by their Governor or the President and who left private employment in California.

Requires employers to restore former employees to their original position or a position of similar seniority, status, and pay upon return from military service, with restrictions on termination without cause for one year.

Establishes eligibility requirements including receipt of a certificate of satisfactory service and timely application for reemployment within 40 days for full-time positions or 5 days for part-time positions.

Authorizes district attorneys and city prosecutors to represent service members at no cost in legal proceedings against employers who fail to comply with these protections.

Provides for state reimbursement to local agencies if the Commission on State Mandates determines the bill creates state-mandated local program costs.
