Waives outstanding charges and releases liens for new owners of manufactured homes or mobilehomes applying for registration before December 31, 2019, if they provide proof of ownership and pay charges assessed after their acquisition date.

Establishes conditional transfer of title process for properties subject to local property taxation, allowing new owners to pay only taxes owed from date of sale (capped at amounts from one year prior to January 1, 2017) without penalties or interest.

Revises the required notice in mobilehome park rental agreements to include updated information about California's Mobilehome Residency Law, tenant and management rights, and contact information for the Department of Housing and Community Development.

Makes it unlawful beginning January 1, 2020, for any person to use or occupy a manufactured home or mobilehome that does not conform to department registration requirements, provided the department has notified the occupant of such requirements and any fees due.

Establishes that the state shall not reimburse local agencies for property tax revenues lost due to the bill's provisions.
