Establishes enforcement mechanism requiring the Community Care Licensing Division to investigate complaints and provide written notice of violations; first violation allows 30 days to correct or request hearing without penalty

Imposes a $1,000 fine per violation for second and subsequent violations after notice and opportunity for hearing

Directs all collected fines to be deposited into the Child Health and Safety Fund
