Establishes funding from the Greenhouse Gas Reduction Fund for the State Energy Resources Conservation and Development Commission to maintain current biomass and geothermal energy generation and revitalize idle facilities in strategically located regions.

Requires eligible facilities to generate energy on or after January 1, 2016, using biomass wood wastes and residues or geothermal resources, have generation capacity over three megawatts, and sell energy to load-serving entities within California.

Mandates applicants be California Renewables Portfolio Standard (RPS) Program certified and submit monthly invoices documenting eligible generation to receive monthly incentive payments based on production rates.

Requires the State Energy Resources Conservation and Development Commission to prioritize projects that maximize greenhouse gas emission reductions per dollar awarded and ensure net reduction in greenhouse gas emissions in consultation with the State Air Resources Board.
