Amends Water Code Section 189 to specify types of technical assistance services the Office of Sustainable Water Solutions may provide to disadvantaged communities and small drinking water systems, including grant application assistance, engineering services, financial management review, environmental review, legal assistance, operator training, and community outreach.

Establishes that technical assistance services encompass grant application help, project development and management support, engineering services, financial management and operations review, environmental review, legal assistance, wastewater operator certification and training, community facilitation, outreach and education, and income surveys for funding qualification.

Removes provisions authorizing the office to establish "Centers for Excellence" at California State University campuses and related collaboration requirements that were in earlier versions of the bill.
